If you are planning to apply for a Canada PR visa, then this article is just for you. As per Canada’s new immigration plan, the country is all set to welcome 401, 000 new permanent residents in 2021. The historic target was announced on Oct 30 by Canada’s Minister of Immigration Marco Mendicino.

The immigration plan is created to support Canada’s economic recovery post Covid-19 by attracting more talented skilled workers across the world.

The immigration target for the next three years are aligned with the previous years’ target. The target is generally set at 1% of the population of the country.

What’s surprising is the total number of newcomers that Canada plans to welcome over the next three years. Due to the outbreak of Covid-19 pandemic, Canada had to put many immigration and international travel restrictions to curb the spread of the virus. Now, the country wants to compensate that deficit in the coming years, resulting in record-breaking immigration targets.

For the next three years Canada will welcome:
  • 2021: 401,000 new permanent residents
  • 2022: 411,000 new permanent residents
  • 2023: 421,000 new permanent residents


So, Canada immigration applicants need to get enough CRS points to keep them going in the race. Earlier the plan was devised before the pandemic hit Canada, which planned to welcome 351,000 newcomers in 2021 and 361,000 in 2022.

With the increased number of immigration targets, it is possible to say that express entry will accept more permanent residents’ application in 2021 and in the coming years.

It is estimated that Canada will only reach 70% of its immigration target of welcoming 3, 40, 000 permanent residents in 2020. Because of the travel restrictions, lockdowns, and the ongoing Covid-19 pandemic, Canada could not touch its immigration target. The country also made some changes to its Canada PR visa fees in this year.

This shortfall is a major concern for a country like Canada that depends extensively on immigration to fuel its economy.
